Soong Ching Ling At 1st Plenary Session Of C.P.P.C.C. On September 21, 1949, Soong Ching Ling made a speech at the 1st Plenary Session of the Chinese People's Political Consultative Conference. The Plenum Formulated "the Common Programme of the Chinese People's Political Consultative Conference" that worked as the provisional constitution, set up the Central People's Government through election and announced the founding of the People's Republic of China. She was elected Vice Chairman of the Central People's Government at the plenum.
