Luanhe River Water Diverted To Tianjin. The 234-kilometer water diversion project which leads water from the Luanhe River to Tianjin was officially opened on September 5, 1983 after two years of construction. This has fundamentally solved the long-standing water shortage problem of China's third largest city in the north. The water diversion project starts in the eastern part of Hebei Province where the Luanhe River flows southward. But the project diverts its water westward and then makes it flow southward to Tianjin. The main projects include the Panjiakou reservoir, an 11.4- kilometre tunnel and a number of canals. The industrial city of Tianjin with a population of 7.76 million can now get one billion tons of water a year from the Luanhe River.
