Shantung Accelerates Farm Mechanization. Shantung Province has made rapid progress in farm mechanization. The success is due to the province's conscientious implementation of Chairman Mao's general principle of "taking agriculture as the foundation and industry as the leading factor" in developing the national economy. While developing agriculture, Shantung has made big efforts to develop industry which promotes farm mechanization. The Changwei Prefecture, Shantung, co-ordinated its 12 counties in a tractor-producing campaign in 1975. In seven months it formed an annual capacity of 1,000 50-h.p. tractors.
